Your telegram of 27th October. In view of shortage

of butter and margarine combined exportation from Empire

undesirable. Dutch are supplied with large quantities raw

materials from British territories to keep up exports of

margarine to the United Kingdom and British territories,

It is therefore considered undesirable to allow re-exports

of Dutch margarine. In the circumstances of the case ship-

ment should not be permitted.
